Rent Repayment Orders – England and Wales

In both England and Wales the legislation that brought in Rent Repayment Orders (RROs) started in the Housing Act 2004. However, this was only available for a breach of Housing Act 2004 licensing rules. This therefore meant they were of limited scope and in order to be subject to an RRO you also had to be convicted of an offence. At the time it was not enough for a tenant simply to make a claim.
