Implementation of the Standard
The Welsh Assembly Government policy is to encourage councils to improve their housing stock to meet the Standard by whatever means they consider appropriate. The transfer of stock to a Registered Social Landlord (housing association) is one of the available options.
Stock transfer is where a council transfers the ownership and management of its homes (rented and leasehold) to a Registered Social Landlord.
The Assembly Government has produced a brief overview of how local authorities may be able to raise additional finance for capital expenditure. This ‘prudential borrowing’ may help local authorities achieve and maintain the Welsh Housing Quality Standard.
The responsibilities that relate to the Welsh Housing Quality Standard fall within the portfolio of the Social Justice and Regeneration Minister of the Welsh Assembly Government.
